(1) The Council may, from time to time, by publishing notices in a clear and public manner, regulate, control or prohibit the following activities within the Greater Janakpur area as necessary and the activities so regulated, controlled or prohibited No one should do things without the prior approval of the Council.
(a) To enjoy and use the natural resources, flora, forest, fauna, archaeological, religious, historical sites and customary and residential lands and immovable property. To live, to make housing, to entertain, to keep haat bazaar, industry, etc., to live or to establish.
(D) To use roads, bridges and means of transport used on them, planting trees, water, lights, etc.

(3) If anyone does any work regularly controlled or prohibited by the Council under sub-section (1) without the prior approval of the Council, or if the Council has set any condition while giving approval, if it is done in such a way that it is contrary to such condition, the Council may order to stop such work immediately. And if any construction has been done in the course of such work, the council may order the concerned person to demolish or remove the part that has been constructed without approval or contrary to the conditions, giving a period of thirty five days.
